DfE Education Estates Strategy: A Decade of National Renewal

What It Means for the Sector

The Department for Education (DfE) has published its Education Estates Strategy: A Decade of National Renewal, setting out a welcome 10-year plan to transform how school and college estates across England are managed and funded.

The document outlines a fundamental shift towards more proactive estate management, with a focus on long-term strategic maintenance and renewal. It prioritises condition need, risk and resilience through a more coherent and joined-up approach.

Key Takeaways

  • A Fundamental Shift to Proactive Estate Management

The strategy moves away from reactive repairs towards planned, long-term estate management, with a focus on condition, risk and resilience.

  • Significant Long-Term Investment

    • £38bn capital investment (2025–2030)
    • Expansion of rebuilding programmes
    • Introduction of new retrofit funding

      • Responsible Bodies will be required to submit an annual return from Autumn 2026.

2) Improve and renew

      • Significant funding, rising to £3 billion per year by 2034–35 for capital maintenance and renewal
      • CIF to be replaced by August 2028, with a new programme introduced by Autumn 2028
      • New Renewal and Retrofit Programme, backed by £710 million to 2029–30
      • SEND accessibility investment£3.7 billion to 2029–30 to support inclusive environments
      • Support for solar and energy efficiency, including unlocking private finance
      • Digital and data-led management, with £325 million investment in connectivity to 2029–30

3) Build and rebuild

      • Targeting buildings in the worst condition, with almost £20 billion invested in the School Rebuilding Programme through to 2034–35, rebuilding over 750 schools and sixth-form colleges
      • Delivery of additional nursery places, backed by £400 million to 2029–30
      • Creation of additional capacity for 16–18 learners, supported by £395 million to 2029–30
